Jerry Croan is currently an independent consultant and Senior Fellow with Third Sector Capital Partners, Inc., where he has played a key role in numerous social impact projects in early childhood, mental health and employment opportunity. These included several projects in North Carolina aimed at strengthening the case for child care and Pre-K funding and innovation for Mecklenburg County and NCDHHS. In addition, he has assisted Third Sector in developing and promoting an outcomes and equity-focused approach to intensive technical assistance to state and local governments.
Previously, Croan founded Caliber Associates in 1983 and served as its CEO until its sale to ICF in 2005. He retired in 2013 as Executive Vice President at ICF, a $1+ billion international consulting firm, where he led corporate strategy and operating divisions focused on the health and social sectors. Caliber/ICF played a lead role in strategy development, technical assistance and evaluation for many programs in the Departments of Education, Justice, Labor, Defense, and Health and Human Services, including child care, Head Start and other early education programs. Prior to starting Caliber, Croan spent five years in the Pennsylvania Department of Justice, where he directed the juvenile justice and delinquency prevention program.
Croan has served on several advisory and governing boards for nonprofits, including Arbor Research Collaborative for Health, Rising Act Films, Inova Fair Oaks Hospital, Altarum Institute, and Child Care Aware of America. He currently serves on the National Board of Communities in Schools (CIS), which provides wraparound supports for over 1.8 million students in low-income communities across the country. He also chairs the CIS National Research Advisory Council. Through Rising Act Film, he has been the executive producer for three docudramas that dramatize the impact of nonprofit causes, including school advocacy and immigrant employment supports.
Croan lives with his wife in Centreville, Virgina, and has two children and four grandchildren. He holds a bachelor’s degree and a master’s degree in city Planning from MIT.
